paper which is known
as the "Hong Kong Daily Telegraph"
there appeared
a leading article which
alluded and
referred to the letter marked
M. Having obtained legal advice to the effect that this
article
amounted to a
libel
and feeling deeply aggrieved
by its production I forward
it for the consideration
of His Excellency the Governor,
together with the following
letter from the Harbor Department;
"Hong Kong 16th July
1881.
No 244.
I have the honor to request from His Excellency the Governor
permission to take legal proceedings against the Proprietor of the "Hong Kong Daily Telegraph" for gross aspersions upon me:
contained in a leading
article which appeared in the issue of that
Telegraph, dated 12 July 1881.
I now enclose for His
Excellency's information the
Newspaper of the 12th instant;
I am
legally advised that this article
amounts to a
libel, and
I desire to vindicate my character by
the same means
as those by which it has
been villainously assailed:
